Safe Harbor is a civilian protection and advocacy organization operating within the hidden world's community structures. Where the Network hunts threats and the BUA classifies them, Safe Harbor focuses on the people caught in the middle: supernatural beings who do not want to cause harm, lineage-carriers who don't understand what they are, mundane witnesses who have seen too much, and hidden-world community members who need passage, documentation, or protection from parties, governmental and otherwise, that consider their existence a problem to be managed.

The pack is registered with the Compact of Lines. They secured their registration in 1989, which makes them better-positioned than many packs in the region. Their territory is the arena district and the river walk corridor, informal and not particularly contested.

The Network is not a name the organization uses for itself. It is what outsiders call the loose, distributed system of communication, mutual aid, and operational coordination that connects independent hunters, investigators, and specialists across the country. The Network has no headquarters, no central leadership, no membership roll, and no official existence. What it has is a set of protocols, how to make contact, how to verify someone is who they say they are, how to pass information between people who have never met and may never meet, that have accumulated over decades of necessity.

Everything that happens in the field eventually becomes a file. The analyst's job is to know what the file actually says, including the parts that weren't written down.

The BUA investigates. It does not exterminate, contain, or adjudicate; those responsibilities belong to other parties, some of them official, many of them not. BUA agents are federal law enforcement with supernatural portfolios: they document what happened, identify responsible parties (natural or otherwise), and determine whether the matter warrants escalation.

The Order will tell you the compact is a corruption. The Market will tell you it's an asset. Neither of them is living with it. I am, and I have found it to be a tool. Difficult, dangerous, and pointed toward me as often as away, but a tool.

The Sovereign Circle is a practitioners' organization for Shadow-Bound Marked, those who hold compacts with the Hollow and have decided to hold them deliberately, on terms they understand, rather than be held by them. It is not a religious order. It has no doctrine about the Hollow beyond the operational. It has no position on the metaphysical status of its members' compact sources except that a Hollow entity is a party to an agreement and can, like any party, be managed, negotiated with, leveraged, and outmaneuvered.

The Grimoire Compact is an independent scholarly organization dedicated to the systematic study of supernatural phenomena, hidden-world history and the practical knowledge traditions that lineage communities have developed and maintained over centuries. It operates as a research institution with a small but serious publication program, a significant physical and digital archive, and an advisory function that makes it useful to parties across the hidden world's organizational landscape.

You're not here to win. You're here to stop losing in ways that damage the infrastructure everyone, including you, depends on. Let's talk about what that actually requires.

The Threshold Society is the closest thing the hidden world has to a neutral authority. It does not govern any lineage community, does not hunt threats, and does not pursue commercial interests. Its mandate is twofold: maintaining the integrity of the Veil at the liminal points where reality runs thin, and providing neutral ground for resolving disputes between factions that would otherwise resort to conflict. Both functions share the same institutional justification, open warfare between supernatural factions damages the Veil, and Veil damage creates exposure that threatens the entire hidden world simultaneously.

You represent a community that has survived by being careful about who it trusts and precise about what it agrees to. Your job is to be both of those things on its behalf.

The Bloodline Courts are the governing and social structures of organized Dhampir community life. Part political institution, part lineage registry, part dispute resolution body, part cultural preservation organization. They are not criminal organizations in any meaningful sense, though they appear in government threat assessment files under the underground/criminal category because no available category in those frameworks accurately describes a nonhuman community's self-governance structures and this is the category that generates the least immediate policy response.
