Ransom Falls does not appear in any organizational hidden-world database as a priority location.

  • The BUA has no active case files for Carver County.
  • The Threshold Society's threshold map marks a minor stress site on the Morrow River shelf and leaves it at that.
  • The Network's regional lore archive includes a handful of historical incident notations for the county; standard rural Midwest catalogue, a Black Dog incident in 1953, a haunting in the old Lutheran church that resolved itself when the structure was demolished, nothing that would draw active attention.

Ransom Falls actually is a territorial boundary town. The agricultural flatlands that extend south from here have a different character from the mixed forest and marsh terrain that begins about eight miles north of town. In Skinchanger territorial terms, this transition marks a boundary between pack territories that has been managed, imperfectly and without formal documentation, for as long as packs have been in northern Illinois. Ransom Falls sits at that boundary. The Osk family's presence here is not incidental.

Why there is no institutional presence: A town of eleven thousand doesn't generate the incident density that justifies a BUA satellite office or a Threshold Society waystation. The hidden world organizations that cover this region are in Shelford (the BUA satellite, the Society's Briar Passage waystation) and in a city ninety miles northeast that this supplement does not detail. Ransom Falls is, in organizational terms, between jurisdictions. What falls between jurisdictions is managed by the community itself or not at all.

Why the community holds: The Osk family has managed the territorial boundary and the local community's interests for three generations without formal Compact standing. The informal arrangements they maintain function because Vera Osk is the kind of person who makes things function. If she left, the system would not immediately collapse. It would gradually lose coherence and within a few years Ransom Falls would be the kind of place where incidents happen without anyone managing the aftermath.
